Is there any VPN service freely available or with the minimum cost from the security perspective. (Means doesn’t track the data or stored it on their own server or sell the data to any third party)

Free means you are the product being sold. Don’t do it.
VPN’s do not provide any meaningful security, most people should not waste money on them at all.
the Free servers of Proton VPN, besides that? No. not a single one else.
Why do you need a VPN? What are your goals? This is slightly help determine the best solution.
But in general ‘free’ is never truly free.

The Goal is pretty simple… I.e. to hide the browsing foot print , ip location and to have a secure connection.
And i understand that free is never free as someone said, “Either they sell to us…or they sell us”.
So, I am looking for something close to free or less dangerous to use.

I’m out of the loop as far as Proton. Any links/source as to why they shouldn’t be trusted? (canary warrant, LE honeypot, etc.?).

There is a lot going on - but the actual goal is still rather vague. Do you live in a country where your ISP can sell your data, or is there risk that your government tracks unwanted behaviour (sexual orientation, religion etc…)? The more requirements you have - the less I advice to go with “free”. Security is about layers. There is no single solution to solve all these. OK, there is one: stay offline.
You already have three slightly different things here.
IP Location.
Browsing footprint.
Secure connection.
Proton has and will give IPs to law enforcement and the alphabet boys when asks Switzerland is used as a proxy.
