When I turn on the VPN I get a connection failed pop up. It says disconnected from communication device.

The web app won’t download for me. Keeps saying it’s finished downloading but there’s nothing in settings or on springboard.

You need to click on the Hideman icon on your springboard and activate your free hour first (click on the blue button next to the timer).
Are you using a browser other than Safari? I use Chrome and it didn’t work either. But Safari does.
Yeah it is, missed the free part of your post. It’s worth the $$ though imo, you can select different exit points, and they don’t put a limit on throughput.
