How to sign up when already in China?

Is there a mirrow that can be accessed from China with a VPN right now? The older ones 4u and *-mirror don’t work now. I have a friend who wants to sign up for Astrill but within a vpn, obviously can’t get on the astrill site to pay and download/install the software.

It can be accessed in China without using VPN.
