Lots of potential reasons… it could be, for example, that the routing from your ISP to the speed test server is worse than your routing to the VPN, then the VPN’s routing to the speed test server.
This is also very much the case for me.

This absolutely can happen due to your VPN provider providing an alternate route to whatever system you’re using to do speed tests.
Make sure your VPN provider is high performance/super fast and doesn’t oversell/oversubscribe and you might actually see this often!
It could also be that OP’s VPN traffic is able to hide itself from the method that their ISP is using to regulate bandwidth. I’ve been able to stream things in HD over my phone by using a VPN to bypass the packet inspection that my mobile phone provider uses to throttle video.
