I live in germany and Im wondering if I can download roms to play some old games but im not sure if its safe to do or if there will be fines if I download it.
If you are looking for roms: Go to the link in https://www.reddit.com/r/Roms/comments/m59zx3/roms_megathread_40_html_edition_2021/
You can navigate by clicking on the various tabs for each company.
When you click on the link to Github the first link you land on will be the Home tab, this tab explains how to use the Megathread.
There are Five tabs that link directly to collections based on console and publisher, these include Nintendo, Sony, Microsoft, Sega, and the PC.
There are also tabs for popular games and retro games, with retro games being defined as older than Gamecube and DS.

For what its worth, and I don’t think it is worth a lot, in America I use a vpn for any torrent I download. For ROMs I have never used a VPN and have never had a problem. But i have heard Germany is serious with piracy so I don’t know why you’d even want to risk it.
Winscribe is free for the first 10gb/month. You can get a couple Wii games for that amount of data a month or a couple dozen gba games.
This comparison table is from the r/VPN megathread. I personally use Mullvad and have never had issues, but I live in the US and do not know if anything would be different for you in Germany. Hopefully, this chart can be of some help. Otherwise, I’d recommend asking r/vpn about recommendations.
r/Germany has a wiki
I do not recommend nord they’re a shit vpn you’ll be fine with out a vpn for direct downloading it’s mainly torrents that need one
There is no problem if you download things directly. No one was ever fined for downloading movies, music or games directly in Germany. Download via Torrent is risky, the chance is slim for getting in trouble but there is a risk involved.
