I am looking for a travel router that can do the following for when I travel.

Connect to a wired network and create a new wifi network that routes all devices on the new wifi network through my USG L2TP VPN at home.

Is this something that OpenWRT could do?

Can anyone recommend a good hardware option for this?

Yes. If you install xl2tpd you’ll have the option to create an L2TP tunnel creating a new interface. Use it’s default gateway and all traffic will route via it when up.

edit: Almost any device capable of OpenWRT can do this. FYI a D-Link DIR615 (very old router) can manage 30/30 over L2TP before it’s CPU is saturated
