Do you guys have recommendations for cheap, stable CLI VPNs?
Just use any provider that allows you to connect over OpenVPN or WireGuard. Mullvad is decent, supposedly.

I would expect that the wg tools, like wg-quick would be available on these implementations.

Any vpn provider worth anything will have a wireguard implementation which is mostly done through configuration files and cli.
ProtonVPN is OK, it has free plans too. I’ve been using it for a while and it’s pretty good
I use ProtonVPN with OpenVPN.
Your own wireguard server. a cheap (like, 2-4$ a month) 1 cpu 512mb-1g ram vps should handle 100+ mbits just fine.
Was thinking about that but this would restrict usage to as single country
