What does it mean when there's a spinning loading icon next to the VPN symbol at the top of my iPhone?

What does this mean? If I’m able to use the internet normally while this is happening, does that mean the VPN is somehow not connected properly and thus leaking information while I’m using the internet?

Two recent reviews in the apple store have caused me concern:

“I think that all they did is to make the app give a fake report that you’re connected and forced it to secretly keep manually auto connecting with no outward indications.”

“The latest fix indicates you have a secure VPN connection (e.g., East Coast); however, when you check with IP locator it shows your real location and IP. Therefore, it looks protected but is not. Typically, it will show as Resolving while the indicator shows a secure VPN connection. This is misleading and a false sense of security.”

I’ve noticed this issue myself before but I always wrote it off. Does the PIA app for iOS have a robust, functioning kill switch that works every time my connection drops? This is a huge dealbreaker for me. There have been times before when that loading icon comes up (and even times without it when the VPN symbol looks normal) where I enter the app and find that it’s disconnected or trying to reconnect. I know the desktop version of PIA does a great job protecting against data leaks, but I need to know what measures the iOS app in particular takes. If the iOS app has problems, this is reason enough for me to switch to another provider.
