Speed Limit VPN Server Clients

Is there a way to Speed Limit VPN Server Clients? I can’t seem to find a way.

I have an OpenVPN Server setup on my UDM.
My offsite backup QNAP NAS connects to the UDM OpenVPN Server.

Then my on-site QNAP NAS backups up to the offsite QNAP NAS (which is now connected as a VPN Client on the UDM).

What’s happening is it’s taking up all my on-site upload bandwidth, so I need to speed limit it.

I can’t find any way in traffic rules to set any sort of Speed Limit on incoming VPN clients whether directly to the on-site QNAP IP or internet.

Any way to limit the incoming VPN client speed?
