The “best VPN” changes daily as the government detects and blocks them (even if you set up your own private VPN, experience suggests that at around 1am the following day it’s going to get added to the blacklists and blocked.)
Using a foreign SIM is by far the best way - not least, it’s legal, so no cat and mouse to play.
If your phone provider doesn’t do good roaming rates, Airalo’s eSIMs for China used to be Singapore Telecom roaming, and worked well (I can’t vouch recently because these days I use my Thai SIM, but it used to be effective.) SingTel will still censor porn but everything else you’ll be fine.
Secret tip is to buy a HongKong SIM with China roaming included

You should have seen how far my eyebrows raised when I tried to use my Chinese mainland bank account card in Hong Kong and immediately got an SMS telling me it was prohibited to use my card in foreign countries…
