Im really mad that I can perfectly gamble in my country with real money. But I cant do it in a game with fake money? That’s just stupid. I understand if it was illegal in my country but is not. Hell, Casinos dont even closed in plain pandemic because the gobernment gets a cut. Even minors can gamble online. But no, dont do it in a videogame better do it in real life.

Legalized gambling has regulations, fees, rules to adhere to, practically speaking you also need somebody that’s friendly with the government. Gambling in video games generally doesn’t bother if there are any hurdles, they have more profitable things to work on than navigating international gambling laws.
Annoyingly it would be classed as real gambling since rockstar in a way …sell currency.
Since they don’t fork their profits over to your government and follow all the laws …they wouldn’t be permitted to let you gamble

There’s an element you are missing here, which is that people infused actual money through the purchase of Card Sharks. That element causes a whole different legal situation, as it can become “REAL GAMBLING”.
Criminals are crafty and work around simple rules like that. Look up pachinko parlors in Japan to see the extent you can stretch “It’s only a game, not real gambling!” for examples.
Just because they don’t have a cash-out counter doesn’t mean they are immune to gambling laws. They are written to avoid loopholes, and Rockstar sells shark cards.
